Article I – Organization Mission:

- The Name of the Organization is North West Airsoft League.
- Scope of the North West Airsoft League (NWAL): The NWAL is primarily an organization for the structuring of safe events, conducted with Airsoft Replicas within the region of it's members.

~Mil-Sim (Military Simulation)
~LE-Sim (Law-Enforcement Simulations)
~Other Themed Combat/Conflict Simulation

- Definition of Membership may be found in Article III

Article II - Rules of Field Safety and Conduct: The following rules are for the safety of the players. Those who are unable to follow these rules will be considered unsafe players and will not be welcome at future games and events.

Section 1. Safety

A. Always wear eye protection in the form of goggles, masks, shooting glasses, or safety glasses.
B. Never remove your eye protection while on the field.
C. Regular prescription glasses are NOT acceptable as safety eyewear.
D. Eyewear must meet ANSI Z87.1 standards and wrap around the eyes.
E. Do not point your replica at anyone unless you are involved in a game on the battlefield and intend to shoot them.
F. Do not fire at any person without proper eye protection.
G. Do not fire at non-participants, including animals or private property.
H. Leave real steel firearms at home! Real steel and Airsoft DO NOT MIX. No edged weapon or tool may be used for combat purposes.
I. No illegal drug use will be permitted.
J. No alcohol use before or during a game.
K. Standard FPS Limits: Chronographs are used before games to test all replicas present.

1. Any replicas that test too high will not be allowed in play.
2. No exceptions will be made, please research upgrades and how they effect your replica before purchasing or installing them.
3. All of the following velocity limits are with .2g BB's. All limits Measured with .20g Plastic Airsoft BB's

a. Fully/Semi Automatics - 400 fps (1.5j)
b. CQB/Indoor - All under 330 fps (1j)
c. Sniper Rifles (Bolt Action ONLY) - 550 FPS (2.8j)

L. SNIPER SAFETY

1. Anyone acting as a sniper with an upgraded bolt action rifle over 400 fps (1.5j) should carry a sidearm that can be used alternately when engaging targets closer than about 60 feet.
2. If you have no sidearm and find yourself too close to the opposing force, you may either

a. call a safety kill
b. wait until they move to a safe range
c. relocate to a safe range.


3. Do not fire at targets closer than 60 feet.

M. CQB/INDOOR PLAY

1. All players who participate in CQB should understand that they will be engaging targets anywhere from 25 feet to even 5 feet away and because of that they may take painful hits.
2. All players who participate in CQB should take care when engaging targets effort should be made to shoot at center mass and avoid face and hand shots.
3. It is recommend that full masks, long sleeves, long pants, gloves, and hats/helmets be worn for CQB to avoid welts or breaking the skin.
4. "Safety Kill" rules are different for CQB depending upon event ROE, however players may surrender if they wish at any time to the opposing force to leave game play without any harm.
5. A “Contact Kill” is a silent attack made by touching another player with open hand, light muzzle tap or a light tap with a rubber or plastic knife. The attacker makes the touch and quietly says “Contact”. In the case of two persons making the attack at the same time, mock-knife beats hand, muzzle beats all. If the attack is made at the same time both players are “Hit” The only alternative to this in CQC is “Subdued”, the attack with open hand renders the victim temporarily subdued. This command may be followed by “Secured” and the victim should simulate being handcuffed.
6. At no time should any player engage in any type of hand to hand or simulated knife combat during an Airsoft event. Any deviance from the above is strictly prohibited.

N. Call of Cease-Fire: All players are expected to echo Cease-Fire so that everyone on the field hears it, and upon hearing it each player is expected to sit down in place and wait until "Game on" is called to continue the game. Cases when Cease-Fire is called:

1. In the event that a non-player enters the field of play, or a player enters the field without eye protection. If necessary, game coordinators will explain the game to the non-participants.
2. IF LOCAL POLICE ENTER THE FIELD - This is a potentially dangerous situation, and is treated as if they don't know we are playing a game. All players are expected to walk to the dead-pool in plain sight, either with their guns over their head or leaving their guns in the field. Upon reaching the dead-pool each player is to place his replica with his gear and gather in a group at least 20 feet from the gear. This is to provide safety by comforting the officers by removing any equipment that appears threatening to them. Game-play is not commenced until we explain the situation and are allowed to continue.
3. Real Injury that requires aid.
4. Other serious unsafe acts.

Section 2. Conduct

A. Do not fire in or through the dead-pool, respawn area or designated "safe-zones".
B. If you must test-fire your replica, take it into the hot-zone and fire it there.
C. All replicas in dead-pool or safe-zones have magazine out, safety on, muzzle cap fixed. Side-arms should be holstered and on safe.
D. Carry replicas with an empy magazine well in boxes, bags, or carrying cases while transporting gear on or off the field.
E. Do not fire from any vehicle or on any public byway unless express permission is given by field admins.
F. Do not remove your replica from it's case off field, instead carry your gear in it's case to the designated staging area for the game this includes but is not limited to:

1. Near public highways.
2. Near Schools and Churches.
3. Near Residential Housing.
4. Near Commercial Structures.
5. Near DoD or Law-Enforcement Agency Facilities.

G. HITS & OUTS

1. Anyone hit by a BB is hit and out.
2. If you are "hit" during a game

a. Immediately yell "HIT!" as loud as you can.
b. Place an orange or bright red ‘Death-Rag' over your head:

-rag or cloth more than 6” x 6”
-bandana
-shirt
-hat

c. Walk back to the designated dead-pool or respawn, with the bandana clearly visible at all times.
d. Hold your replica in a non-threatening manner
e. Do not fire
f. Do not talk or interact with other players who are still active in the game.

3. Ricochet BBs do not count as hits.
4. Hits to your replica do not count as hits.
5. When in doubt about a hit, call yourself out.

H. SAFETY KILL

1. If you are too close to take a shot, call out "SAFETY KILL" on the player in your sights.
2. Any clean shots with no cover under 30 feet are good candidates for safety kills.
3. Do not call it unless the kill is already imminent.
4. Always honor safety kills when they are called on you just like honoring a "HIT".
5. Safety kills can only be called on one individual at a time, not on entire groups.
6. "SAFETY KILL" must be said loudly, as to simulate actually firing. Silence can only be maintained if you can tag the other player out.
7. You must be able to point your replica and call "SAFETY KILL" on every person if there is more than one.

I. Call of Index - All players are expected to echo Index so that everyone on the field hears it, and upon hearing it each player is expected to remove magazines, clear their replica and put it on safe.
J. Field/Game ROE - As a player you will want to know how the specific game mechanics work so you will understand what to do at the individual game and for different situations. It is important that if you are unable to be on time for a briefing for an individual game, do not come at all. The only exception is if an Admin is present to brief you and allow you to enter the field.
K. Administrators (Admins) and Coordinators – These individuals are there to make sure that the game is fun and safe. An Admin may eject you from the field at any time for any reason.

1. If an Admin gives you instructions, do it. If you do not agree with an administrator's instructions, leave the field, report the issue to an NWAL Team Leader if it warrants investigation.
2. If you have a disagreement with another player, bring it up with an admin, do not get into an argument on the field, if you do the admin may eject you from the field.

L. Field Courtesy - In nearly all cases, the field is not your property.

1. Remove all of your gear and trash from the field and parking area when you leave.
2. Take care not to dump BB's all over the ground.
3. Intentional destruction of structures and plant-life is prohibited.

Article III – Organization Operation

Section 1 – Membership
Simple membership does not constitute full representation on the Board of Directors; it is assumed that all who have an interest in the sport of Airsoft within the scope of this organization are freely accepted as members except where otherwise noted here in.

A. Participating Team Membership –

1. Each participating team is allowed 2 voting representatives on the Board of Directors and are covered by the League Charter and Waiver.
2. Teams are admitted as a participating team once they meet the criteria and are sponsored by an existing member and voted in. Votes to admit a team must meet a Super Majority, if any more than 2 votes against admitting the team are cast, the team will not be accepted. If a membership vote fails, may be revisited at a time period extended past three months.
3. Requirements:

a. Team must have at least 6 active members.
b. Must supply a charter document.
c. Representative members must be of majority age (18 +)
d. Team must actively make a showing at games.
e. All Participating Team members must adhere to the rules and rulings placed by the organization on a UNIFIED front, and enforce these rules at events they host or administer.
f. All team members must meet individual player membership requirements.

B. Recognized Team Membership –

1. Recognized Teams are not allowed on the Board of Directors and are not covered by the League Charter and Waiver.
2. Teams are admitted as a recognized team once they meet the criteria and are sponsored by an existing Participating Team member and voted in. Votes to Recognize a team must meet a Simple Majority, if any more than 51% of votes against admitting the team are cast, the team will not be accepted. If a membership vote fails, may be revisited at a time period extended past three months.
3. Requirements:

a. Recognized Teams must have at least 6 members.
b. Must supply a charter document.
c. One member must be of majority age (18 +)
d. Team must actively make a showing at games.
e. All team members must meet individual player membership requirements.

4. Recognized Teams are allowed to request assistance from the Board of Directors to supply a sanctioned Administrator to oversee an event to and allow the League Waiver to cover said event.

C. Individual Players –

1. Individual Players are not allowed on the Board of Directors.
2. Requirements:

a. Individual Players must submit a league waiver.
b. Must agree to safety and code of conduct rules.
c. As proof of membership/submission of waiver, the 'Member' is entitled to a Membership Card. The cost of this card should not surpass accual cost of creation for said cards, rounded up to the dollar. Card information will provide: (Implementation pending procedural development)

(1.) Full Name
(2.) Year and Month of Birth
(3.) Nickname/Call-Sign
(4.) Member Number
(5.) Waiver Expiration (1 Year)
(6.) Guardian Name and Contact Phone Number ( Under 18 )
(7.) Optional Medical Insureance Policy Information
(8.) Optional Medical Alert Information
(9.) Facial Photo (Dependant upon availability)

D. Excluded Players – Excluded Players are those that have for some reason had restrictions placed on them by the League Board of Directors.

Types of Exclusion:

a. Suspension: Person(s) that are under investigation of or have been found by the board to warrant action for violation of Safety and Conduct.
b. Expulsion: Person(s) that have been found by the board to warrant action for excessive violation of Safety and Conduct.
c. Banned: Person(s) that have been found by the board to warrant action for excessive violation of Safety and Conduct and/or convicted of any crime involving the sport or tools of the sport.
d. Barred from Membership: Person(s) that are restricted by law from one of the below and/or convicted of any felony involving the sport or tools of the sport:

i. Near proximity to persons under the age of 18.
ii. Possession of a firearm in any form.

E. Organized Entities – Groups that conduct business that relates to the Sport of Airsoft

Promotional – Groups that Promote and hold games or events under the league may have a voice but not a vote on the Board of Directors, these organizations agree to uphold the rules and rulings of the league. All Retailer team members must meet individual player membership requirements if they are to be in the area of play.

Sponsors – Sponsors are those that make contributions to other organized entities of their own free will, those organized entities may do what they wish with said items/donations. Sponsors do not have a vested interest in and are not required to agree or uphold the rules and rulings of the league.

Retailers – Retailers may also be sponsors but also may make contributions to other organized entities of their own free will in order to promote their products at events, those organized entities may do what they wish with said items/donations. Retailers do not have a vested interest in and are not required to agree or uphold the rules and rulings of the league, with the exception of what is done in the presence of a league event. All Retailer team members must meet individual player membership requirements if they are to be in the area of play.

Venues – Venues are those that provide a location to other organized entities for use during an event. All costs and fees are at the discretion of those who are involved in the organization of events. Venues do not have a vested interest in and are required to agree and uphold the rules and rulings of the league during any league event and may have a voice but not a vote on the Board of Directors. All Venue team members must meet individual player membership requirements if they are to be in the area of play.

Section 2 – Representatives
As stated each Participating Team may provide two (2) representatives. Each Representative is assumed to represent their individual team's point of view. This is primarily comprised of the team's leader and a ‘Second'. Both hold an equal vote and do not have to vote the same on any one issue. The BoD of the NWAL Shall select a Chairman, elected period of one (1) year, with the chairman nominated and elected from the league representatives (BoD). In the event of misconduct, the chairman may be impeached through a vote of 'No Confidence', and replaced with a new chairman.

The Chaiman's primary role shall be:

-The public Representative of the NWAL BoD.
-Key arbitrator for disputes that can not be resolved by normal means.
-Overseeing of Order of buisness in general for the NWAL.

The Benifits of Chairman:

-Neat Title: Chairman of the Board for the North West Airsoft League
-A good parking spot at, at least one game a year.

Section 3 - Introduction of New Business.
The organization requires a 70% majority vote on tabled motions for new rules or amendments to existing rules, while there are processes that may simple majority vote of 51%, explained in detail later.

If a discussion having been brought either by the motion of a member, or by the presentation of a communication to the forum and is seconded, it is tabled as business.

Board members may then discuss the issue tabled.

If any Board member has an objection as to why this motion should be held, the objection should be made and explained within 24 hour period. If a motion to hold is made, and seconded, an immediate vote is cast with a 24 hour limit. A vote for a hold must pass by a simple majority (greater than 51%). An issue on hold may be held for one week, unless the item on hold is being held pending the resolution of a separate issue.

If a tabled issue has been discussed for the period of one week, or if prior to one week, no board member has added more to the discussion, a motion may be made and seconded to form a call for resolution. If passed, the person that tabled the item will re-present the motion to the Board. The final presentation may be edited to cover items discussed.

After the final presentation is made, there will be a 48 hour discussion period prior to closing the discussion for a vote on the revised resolution. The resolution must pass by a 70% majority.
